This position is responsible for providing field-based support to the City s Stormwater Program including: inspection and maintenance of stormwater and wet-weather related assets, leading the Illicit Discharge Detection and Elimination program and assisting with compliance and enforcement of City stormwater related ordinances. Works closely with the Stormwater Program Manager, the Water Resources Infrastructure Asset Manager, and the Water Resources GIS & Field Specialist to support Stormwater Program technical needs.

Pay Grade 18: $32.75 - $36.53 Hourly
  • Conducts compliance and enforcement activities related to the Chapter 26 City Ordinance under the supervision of the Stormwater Program Manager, including but not limited to:
  • Assists with the day to day GIS based asset management framework for stormwater infrastructure in consultation with the Infrastructure Asset Manager and the Water Resources GIS & Field Specialist. This includes, but is not limited to,
    • Mapping of new features, inventory and attribute updates to existing features
  1. Inspection and condition assessment of Stormwater/wet weather assets (e.g. stormwater treatment systems, pipes, manholes, catch basins, outfalls, etc.)
  • Implements the on-going sewer assessment program for separate storm sewer pipe and responds on an as needed basis to filming needs related to combined sewer overflow/surcharge events, under the guidance of the Infrastructure Asset Manager.
    1. Coordinate pre-cleaning (as needed) with internal/external forces
    2. Plan and conduct CCTV videoing, review videos and scores pipe condition using risk-based assessment methods (Pipeline Assessment Certification Program (PACP) or equivalent) or works with internal or external forces or to do the same.
  • Coordinates maintenance of stormwater and wet-weather infrastructure with internal and external forces and ensures documentation of activities using workorders in the City s Computerized Maintenance Management System (CMMS)
  • Lead the Illicit Discharge Detection and Elimination (IDDE) effort under the direction of the Stormwater Program Manager
    • Develop a framework for the identification and elimination of potential illicit non-stormwater discharges to surface waterbodies.
    • Expand and improve upon investigative methods for discovering illicit connections.
    • With the assistance of the Stormwater Program Manager create a Standard Operating Procedure for the City to continue the IDDE program into the future.
    • Oversees contractors performing IDDE services
  • Support Stormwater Program Manager and the Water Resources Policy and Program Advisor in the implementation of non-structural stormwater management programs such as Adopt-a-Drain, downspout disconnection and residential stormwater management including the Residential Stormwater Incentive BlueBTV effort.
  • Provide initial reconnaissance response to customer service requests related to stormwater management, drainage issues or other water resources related issues; manage requests from the asset management platform as appropriate and coordinates with appropriate water resource personnel.
  • Conducts other field work related to stormwater/wet-weather projects and programs, including but not limited to:
    1. Site data collection, such as surveying and soil borings
    2. Water quality sampling of surface water and wastewater
    3. Documentation of combined sewer manhole surcharge conditions
  • Maintains performance metrics related to the position s job functions.
  • Develop public outreach material in collaboration with the Water Policy and Programs Advisor.
  • Prepare technical memos to document findings of various activities listed above.
  • Maintain accurate records and files.

  • Bachelor s degree in Environmental Science, Engineering, or other water quality related field and minimum one (1) year of experience in stormwater management, engineering or related fields or any equivalent combination of the education and experience which provides the requisite knowledge, skills and abilities for the position.
  • Coursework or experience with ArcGIS preferred.
  • Demonstrated knowledge and experience with compliance and enforcement of environmental regulations preferred.
  • Experience with Enterprise Asset Management software preferred.
  • Experience with risk-based asset management preferred.
  • Demonstrated knowledge of water testing and analysis methods, preferred.
  • Experience with utilities/roadway infrastructure in the public or private sector is preferred.
  • Demonstrated ability to effectively use computer equipment and related software including, but not limited to, competent in use of Microsoft Office Suite (Excel, Word, Powerpoint) and GIS (ArcGIS).
  • Ability to interact with the public.
  • Ability to read site plans and maps.
  • Ability to occasionally work beyond normal hours, at night or weekends and to travel to various seminars and conferences for the benefit of the Department.
  • Ability to exercise independent judgment within the limits of the position.
  • Ability to communicate professionally and diplomatically with contractors and the public regarding the various projects under development and construction.
  • Ability to handle various projects at the same time, work effectively under pressure and keep schedule on track.
  • Ability to establish and maintain good relations with co-workers.
  • Ability to obtain and maintain a valid State Driver s license required.
  • Ability to receive constructive criticism and react appropriately.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
