Duties


As a Contract Specialist (Direct Hire), you will:


  • Responsible for pre-award through post-award functions for a variety of health related, regulatory, or human services programs.

  • Prepare solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and organizational policies and provisions; requirements for technical proposals; cost data requirements; and all other required data.

  • Advise and provide recommendations on data that should be included in the procurement request.

  • Perform cost/price analysis, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations.

Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

Qualifications
Basic Qualification Requirement:


  1. A 4-year course of study leading to a bachelor's degree with a major in any field;


    OR




  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.






Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.





Minimum Qualification for GS-11:



To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: reviewing and administering contracts; and perform cost/price data requirements.



OR



Education: Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.



OR



Combination of education and experience: Have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.





Minimum Qualification for GS-12:



To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: planning and conducting contract price/cost analysis of a variety of pre-award and/or post-award procurement actions; and negotiating and preparing documents for contract modifications.





Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



Promotion potential: Yes. Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

FAC-C (Professional)


  • Current workforce members - Effective February 1, 2023, current workforce members certified at Levels I, II, III will automatically be certified in the FAC-C (Professional).

  • New Federal employees - FAC-C (Professional) requirements shall be followed which includes 12 months of full-time experience applying a representative sample of technical contracting competencies.
